Assistant Director of Administration

The Assistant Director of Administration (ADOA) performs advanced managerial work overseeing the daily operations and activities of the Fiscal and Support Services division of the facility. Responsible for planning, organizing, implementing and measuring effectiveness of services provided within the division, in accordance with operational standards set out by the Department of Aging and Disability Services, local facility policies and procedures, ICF/IID Conditions of Participation, and other relevant operational standards/practices. The ADOA serves as the Chief Fiscal Officer and Property Manager for the facility. Responsibilities include oversight for Accounting, Cashier, Business Office, Switchboard, Competency Training and Development, Trust Fund, and Reimbursement, and may include responsibilities for Physical Plant, Environmental Services, Laundry, Food Service, Canteen and Risk Management. The ADOA serves as the liaison for Contracts, Materials Management, and Human Resources. The ADOA participates in strategic planning as a member of the Quality Assurance/QualityImprovement Council of the facility, and may serve as the Acting Director in the absence of the Director. The ADOA works under the direct supervision of the Director with extensive latitude for the use of initiative and independent judgment.Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.1.Directs and oversees fiscal areas and support services departments. (25%)2.Serve as Chief Fiscal Officer and Property Manager for the facility, which includes oversight for Accounting, Cashier, Business Office, Trust Fund, Reimbursement, Physical Plant, Food Service, Environmental Services, and Risk Management. (15%)3.Ensure compliance with applicable local, state, and federal laws, rules and regulation governing fiscal, support, and staff services which include but are not limited to ICF/IID conditions of Participation, Texas Administrative Code, Uniform Building Codes, Life Safety Code, State Fire Marshall and SORM standards, Settlement Agreement, Internal Control and accounting audit standards. (10%)4.Manages operational budget to ensure the facility operates efficiently and effectively within its targeted expenditure levels as approved by the facility director, and provides monthly budget briefing to executive staff and department heads denoting significant trends and areas of concern. (10%)5.Ensure that the facility is provided proper support services on a 24/7 basis in order to maintain a safe and comfortable living and working environment for our residents, employees, and visitors. (10%)6.Establish and manage a division management plan consistent with the overall DADS management plan, to include measurable goals and objective and accountability requirements. (10%)7.Participate in the development and execution of facility program goals and objectives. (10%)8.Ensures his/her division has an adequate, well-trained and competent work force including specific staff competencies necessary to support the needs of the facility. (5%)9.Serve as a designee in the absence of the Director and serve as an Administrative Officer on Call/Duty in rotation with other administrative staff. (5%Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.Knowledge Skills Abilities:
Knowledge of local, state, and federal laws and regulations relevant to program areas and of the principles and practices of public administration and management; of advanced management tools, techniques, and processes with accompanying skills in organization management, budget formulation and administration and problem solving; and mastery knowledge of facility operating standards, ICF/IID conditions of participation, internal control, facility support performance indicators, and other relevant operational standards and practices.Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; in planning, organizing and executing work under conditions of stress; and the use of computers and agency/facility software including but not limited to Microsoft Word, Excel, PowerPoint, Access, SharePoint, and HHSAS Financials.Ability to administer a complex program of fiscal and support services for intellectual developmental disabilities and/or related programs; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare comprehensive, concise and accurate reports; to communicate effectively; to plan, assign, and supervise the work of others; and to exhibit mature judgment and emotional stability and to maintain harmonious work relationships with co-workers, residents and their families, and community liaisons.Registration or Licensure Requirements:
Bachelor's degree from an accredited college or university. Relevant work experience in an administrative, managerial, or supervisory capacity which may include supervising/directing multiple staff members, preparing budgets, and establishing strategic goals and objectives can be substituted for education on a year for year basis.Initial Selection Criteria:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
